This was 20th Century Fox's attempt to clone The Secret of NIMH's success, complete with recycled Horner scores and Don Bluth-envy animation. It flopped so hard it killed Hanna-Barbera's theatrical ambitions forever.
The 'Furlings' were invented for this film—the original book had no young protagonists, meaning someone deliberately chose to put children through ecological trauma. The 90s were unwell.
