Director Andrew Stevens cast himself as the sleazy corporate villain because of course he did. This was also his fourth directorial effort in a single year.
The film desperately wanted to capture the Blue Crush extreme sports romance wave—except that wave crashed in 2002, and this came out in 2021. The anachronistic energy is almost impressive.
